W-9 collection is one part of contractor onboarding
For a contractor or service provider, the onboarding file should connect the commercial relationship to the tax record: contracting party name, payee name, taxpayer identification information, payment category, remit-to address and the system record that will accumulate payments.
Do not use the existence of a W-9 as proof that the worker is properly classified as an independent contractor. Worker classification requires its own analysis.
Resolve missing TINs before payment volume grows
Nonemployee compensation does not receive the same 60-day awaiting-TIN treatment that can apply to certain interest and dividend payments. If the contractor fails to furnish a TIN in the required manner, backup withholding rules can become relevant to reportable payments. Collecting the information early keeps tax compliance from becoming an accounts-payable emergency.
Build the 1099-NEC record from the same source
At year end, export contractor/payee data from the controlled source rather than retyping W-9 information into a new spreadsheet. Reconcile the payee list to payment totals, run TIN cleanup, validate the exact 1099-NEC CSV layout, and resolve exceptions before creating the IRIS upload file.
Keep contractor communication separate from IRS B Notices
A normal W-9 onboarding request is appropriate before an IRS mismatch notice. Once CP2100/CP2100A identifies the contractor's name/TIN combination as incorrect and your records agree, use the Publication 1281 First or Second B Notice process instead of an informal reminder.

Should I collect a W-9 before paying an independent contractor?
Collecting appropriate tax information during onboarding is operationally safer than waiting until filing season. Whether and when backup withholding applies depends on the specific reportable payment and the current rules.
Does a W-9 prove someone is an independent contractor?
No. Worker classification is a separate legal/tax determination. Form W-9 supplies taxpayer identification and certifications; it does not decide employee-versus-contractor status.
Does the 60-day awaiting-TIN rule apply to 1099-NEC contractor payments?
The IRS requester instructions state that the 60-day rule for an awaiting TIN does not apply to other reportable payments such as nonemployee compensation.
What 1099-NEC data should I prepare besides the W-9?
Keep payer and recipient names/TINs, nonemployee compensation amounts, backup withholding when applicable, account information and state data needed for the filing.
