An IRIS CSV upload error can come from two very different places: the file itself, or the Taxpayer Portal workflow. The fastest approach is to separate those possibilities. First confirm the final CSV structure and formatting. Then use the IRS portal-specific troubleshooting steps for the symptom you actually see.
1. The Start button stays gray after the CSV upload
The IRS says the uploaded file should appear in a blue Current Uploaded File box. If the file name is not there, refresh the page and try the upload again. If the file is listed and there are no issues, the Start button should become active.
Before retrying, make sure the file is a true .csv file rather than an Excel workbook that was merely renamed.
2. IRIS spins after you select Add All
The IRS recommends refreshing the page, going back to the Taxpayer Portal dashboard, and checking Unsubmitted Forms. The forms may have uploaded even if the screen appeared stuck. If they are not present, retry the file upload before calling the Help Desk.
3. IRIS rejects the CSV structure
Publication 5717 says only IRS-provided CSV templates can be used and that the uploaded file must have the same column count as the template. A file can look normal in a spreadsheet while still containing a shifted comma, changed header, or inconsistent row width.
4. The CSV was changed by spreadsheet software
Publication 5717 warns that spreadsheet software can display long numbers in scientific notation and can convert dates into formats IRIS does not accept. That is why the final CSV should be checked after the last save, not just while the workbook is open.
5. The file has too many records
Publication 5717 (Rev. 2-2026) says one CSV can contain up to 250 forms. The IRS overview page separately describes the Taxpayer Portal as able to e-file up to 100 returns at a time. Because those pages are maintained separately, follow the current portal prompts and current processing-year instructions for the submission you are making.

6. A download or notification does not appear
The IRS says to allow up to 10 minutes for some downloads to appear in portal notifications. If a PDF is listed but will not download, the IRS suggests checking whether an internal company firewall is blocking external downloads.
7. Check the IRS known-issues page
Not every problem is caused by the CSV. The IRS maintains a separate IRIS known issues and solutions page for the Taxpayer Portal and A2A systems. If your file passes a structural pre-check but the portal still behaves unexpectedly, review the current tax-year known-issues list.
8. Use a repeatable troubleshooting order
- Confirm you are using the correct form and tax-year template.
- Save the final file as CSV UTF-8.
- Validate header order and row structure.
- Check identifiers, dates, currency values and coded fields.
- Split the file if needed.
- Retry the portal.
- Check Unsubmitted Forms and the known-issues page before calling support.
IRIS CSV upload error FAQs
Why does IRIS not recognize my uploaded CSV?
Confirm the final file is actually saved as CSV and that the file name appears in the Current Uploaded File box. The IRS recommends refreshing and uploading again if the file is not listed.
What should I do if IRIS spins after Add All?
Refresh the page, return to the dashboard and check Unsubmitted Forms. If the forms are not there, retry the upload before contacting the IRIS Help Desk.
Can a correct-looking spreadsheet still produce an IRIS CSV error?
Yes. Spreadsheet software can change dates, identifiers, long numbers and amounts. Check the final CSV itself against the current form-specific formatting rules.
Where should I check for current IRIS system problems?
Use the IRS IRIS known issues and solutions page for the applicable tax year, together with the current IRIS overview and Publication 5717.
