IRS IRIS Filing Support

Detailed troubleshooting for the IRS Information Returns Intake System (IRIS), including Taxpayer Portal CSV uploads, A2A XML, TCC access, API setup, ATS testing, accepted-with-errors records, rejected submissions, corrections and replacements.

Reviewed 2026-10-06Prepared by ERICH Incorporated · 20+ years of information-return filing experienceChecked against Publication 5717 Rev. 9-2026, Publication 5718 and current IRS IRIS pages. Verify current agency guidance before filing.

Choose the correct IRIS workflow

Many support problems start by mixing Taxpayer Portal rules with A2A rules. Identify your filing channel before troubleshooting.

Taxpayer Portal

CSV upload or manual entry

Use the IRS Taxpayer Portal when you are entering forms online or uploading the IRS CSV template. Follow the portal's current template headings, formatting rules and per-upload limits in Publication 5717.

  • Do not use A2A XML in the portal.
  • Do not alter IRS template headers.
  • Use the portal's View Submitted Forms area to check status and corrections.
Application to Application

A2A XML transmission

Use A2A when software transmits XML directly to IRIS. A2A requires its own technical setup and testing.

  • IRIS A2A Transmitter TCC
  • API Client ID and current credentials
  • Current IRIS XML schemas/business rules
  • Successful IRIS ATS testing before Production

Common IRIS errors and solutions

Start with the exact portal message or A2A acknowledgement. Correct source data, regenerate the file and validate again before resubmitting.

IRIS TCC is missing, invalid or not associated with the user

Fix: Verify the IRIS Application for TCC is complete and that the user is an authorized user on the application. The current Taxpayer Portal guide states that the Portal uses an IRIS TCC beginning with “D.” Do not use an AIR or legacy FIRE TCC in place of the IRIS TCC.

CSV upload button is unavailable or the portal rejects the file immediately

Fix: Confirm you selected the correct form/tax year and are using the current IRS CSV template for that form. Save as a true CSV, preserve the required headers, remove extra title rows/blank columns and confirm required issuer information exists in the portal.

CSV headers do not match the IRS template

Fix: Download the current formatting guidelines/template from the portal. Copy your data under the IRS headings instead of renaming the headings to match your internal spreadsheet. Watch for hidden spaces and duplicate header names.

CSV values have leading/trailing spaces or invalid formatting

Fix: Trim text fields, remove unintended adjacent spaces, preserve leading zeros in TIN/ZIP/code fields, use the required date formats, and remove currency symbols/commas where the template expects numeric values only.

Excel changed a TIN, ZIP code or account number

Fix: Format identifiers as text before importing/pasting into Excel. Check for scientific notation, stripped leading zeros and auto-converted dates. Re-export the CSV and inspect the actual text file before upload.

Name/TIN mismatch appears after filing

Fix: Compare the recipient name/TIN to Form W-9 or other source documentation. IRIS identifies the affected record, but the IRS does not disclose what name/TIN is on its master file. Correct only when you have authoritative information.

Status is “Received by IRS” or processing appears stuck

Fix: A received status means processing is not complete. Do not immediately retransmit. Publication 5717 tells filers to allow processing time, then return to View Submitted Forms and check the Receipt ID/status again.

Status is “Accepted with Errors”

Fix: The IRS treats records accepted with errors as accepted. Review the error detail and make corrections for the affected records. Do not resend accepted records as new originals.

Status is “Partially Accepted”

Fix: At least one submission was rejected. Identify which submission/records failed. Replace only the rejected submission(s) as the current IRIS workflow instructs; preserve accepted data.

Status is “Rejected”

Fix: All submissions in that transmission were rejected. Resolve the reported problem and use the Replace workflow rather than creating corrections to returns that were never accepted.

Correct/Replace checkbox is grayed out in the Taxpayer Portal

Fix: Check whether the record has already been successfully corrected or whether a correction is already in progress. Publication 5717 lists both conditions as reasons the correction selection may be unavailable.

Issuer name or issuer TIN was filed incorrectly

Fix: Treat issuer errors differently from recipient corrections. The current Publication 5717 states that issuer name/TIN errors cannot be resolved through the normal Portal correction process and provides a written correspondence procedure. Follow the current guide for the required letter and mailing address.

A2A XML fails schema validation

Fix: Use the current tax-year IRIS schema/business-rule package. Validate namespaces, element sequence, form-total groups, required attributes, TIN types, correction indicators and form-specific elements before transmitting.

A2A authentication, API Client ID or JWKS/certificate setup fails

Fix: Confirm the A2A TCC, API Client ID, registered key material and environment all belong to the same authorized application. Recheck Publication 5718 and the IRIS A2A setup instructions before changing payload data.

ATS file works differently from Production

Fix: ATS and Production are separate environments. Use the correct endpoints and credentials, and do not assume an ATS acceptance is a Production filing. Check the IRIS known-issues page for current environment-specific problems.

Step-by-step IRIS fixes

Use the sequence that matches your filing channel and status.

Portal CSV

Fix a CSV that will not upload

  1. Download the current IRS template/formatting rules for the form.
  2. Compare headers character-for-character.
  3. Trim spaces and normalize dates, TINs, codes and numeric fields.
  4. Remove formulas, blank title rows, merged cells and extra columns.
  5. Save as CSV and reopen the raw file in a text editor for a final check.
  6. Upload a small test batch first, then the remaining records.
Portal status

Fix Accepted with Errors / Partially Accepted

  1. Open View Submitted Forms and select the Receipt ID.
  2. Drill down to the submission and Record ID that contains the error.
  3. For Accepted with Errors, make a correction to the accepted record.
  4. For Partially Accepted, replace the rejected submission rather than resending accepted data.
  5. Track the new receipt/status until processing completes.
A2A XML

Fix an A2A reject

  1. Save the full acknowledgement response.
  2. Separate authentication/transport errors from schema/business-rule errors.
  3. Validate XML locally against the exact schema package.
  4. Confirm manifest/header identifiers, VendorGrp/form-total groups and original/correction indicators.
  5. Correct source mapping, regenerate XML and rerun validation.
  6. Retransmit only what the acknowledgement requires.
Access

Fix TCC or A2A setup problems

  1. Review the IRIS Application for TCC and authorized-user roles.
  2. For A2A, confirm the API Client ID and current key/certificate registration.
  3. Confirm ATS versus Production environment.
  4. Run required ATS tests with the correct Transmitter or Software Developer TCC.
  5. Use the IRIS help desk if IRS-side activation/status does not match your application.

IRIS FAQs

Answers to frequent Portal and A2A questions.

Is the IRIS Taxpayer Portal the same thing as IRIS A2A?

No. The Taxpayer Portal is a browser workflow for manual entry and CSV upload. A2A is a software-to-IRS XML transmission channel with API setup and ATS testing.

Can I upload my own Excel workbook directly to IRIS?

The Taxpayer Portal upload workflow uses IRS-formatted CSV data. Use Excel to prepare the data if you want, but export it to the current IRS CSV format and validate the raw CSV before upload.

What does “Accepted with Errors” mean?

The IRS has accepted the record(s), but identified errors. Publication 5717 says every effort should be made to correct those errors. Do not treat the accepted record as rejected.

What does “Partially Accepted” mean?

At least one submission in the transmission was rejected while other submissions were accepted. Replace the rejected submission(s), not the accepted submissions.

When do I use a correction versus replacement?

Use a correction for an accepted record that needs changes. Use replacement for rejected submission data as directed by IRIS. Always base the choice on the status and acknowledgement.

Can I correct an issuer name or issuer TIN in the Portal?

The current Publication 5717 says issuer name/TIN errors are not corrected through the normal Portal correction workflow. Follow the guide's correspondence procedure.

Where do A2A schemas and testing examples come from?

The IRS distributes IRIS schemas/business rules and publishes ATS examples. Publication 5718 defines A2A specifications; Publication 5719 and the IRIS ATS page cover testing.

How do I know whether an IRIS problem is a known IRS issue?

Check the IRS IRIS Known Issues and Solutions page for the Taxpayer Portal, A2A and A2A ATS. The IRS updates those files during the year.

Who do I call for IRIS help?

The IRS IRIS page lists the current help desk numbers and hours. Use that page rather than relying on an old phone number saved in internal notes.
